Why are Police protected against Civil Lawsuits?

If you believe this is to stop frivolous litigation you are wrong.  You and I are stuck paying the bill for Police Misconduct.  The same lawsuits that the Cops should be on the hook for passes to you and me, the taxpayer.  They do something stupid, they shoot and kill an unarmed person doing nothing illegal and it's the citizens of the municipality that have to pay the families for their loss. Explain to me how this is reasonable or fair.  Police are not drafted, they volunteer.
